BACKGROUND <br /> The salary of City Council is controlled by state law, which allows a city council to <br /> establish by ordinance a salary up to a ceiling determined by the city's population. <br /> Once a salary is established. it may be increased by ordinance, "but the amount of the <br /> increase shall not exceed an amount equal to 5 percent for each calendar year from the <br /> operative dated off the last adjustment of the salary."' <br /> In June 1986, voters approved Measure M, setting the salary for the mayor as $100 <br /> more than a councilmember (see Municipal Code §2.06.030). In 1989, the City Council <br /> added Municipal Code §2.04.020 establishing the salary for each councilmember at <br /> $500 (see Ord. 1422). The salary for councilmembers was subsequently adjusted in <br /> 2008, 2016 and 2019. When the City last increased the salary for councilmembers in <br /> 2019, that took effect after the start of the next City Council term in December 2020 (the <br /> delay required by law). Therefore, for the new Council term of office commencing in <br /> December 2022, the City Council can adjust the salary by 10 percent. The current <br /> salary is $1,201 .75 per month; a 10 percent increase would adjust the salary to <br /> $1,321 .92 per month for councilmembers and to $1,421.92 for the mayor. <br /> DISCUSSION <br /> Attached for the City Council's consideration is an ordinance amending section 2.04.020 <br /> of the Pleasanton Municipal Code to establish a salary of $1,321 .92 for City <br /> Councilmembers (Attachment 1), which would then also increase the Mayor's salary to <br /> $1,421.92 per Municipal Code §2.06.030. <br /> Jointly Submitted and Approved by: Fiscal Review: <br /> WArdN--• <br /> Daniel G.
