Draft resolution with proposed amendments to the Pleasanton <br /> Municipal Code <br /> B Draft universal design checklist <br /> STAFF RECOMMENDATION <br /> Staff recommends the Planning Commission discuss the draft amendments to the Pleasanton <br /> Municipal Code (PMC), adopt a resolution recommending approval to the City Council with the <br /> proposed amendments shown in Exhibit A and discuss the accessibility conditions of approval <br /> for multi-family residential development. <br /> SUMMARY <br /> As part of the FY 2020/21 - FY 2021/22 work plan, the City Council directed, as a Priority "A", <br /> consideration of amendments to City standards and codes to enhance accessibility and <br /> universal design in multi-family residential development. On April 19, 2022, The City Council <br /> reviewed possible approaches to accomplish this goal and provided direction to staff to proceed <br /> with developing local Municipal Code amendments. Based on the requirements of State law with <br /> respect to local amendments to the California Building Code (CBC), which encompasses the <br /> requirements for accessibility in new residential construction, the city is limited in the extent to <br /> which it can impose accessibility requirements that are more stringent than the CBC. However, <br /> opportunities exist to strengthen such requirements for additional types of residential <br /> developments, and to improve an existing condition of approval related to accessibility that has <br /> been negotiated for all recent large multi-family projects. <br />
