In response to Mayor Brown's inquiry, Mr. Willis stated he also noticed the variance is small and <br />confirmed the small variance can factor into the City's decision-making. <br />In response to Councilmember Arkin's inquiry, Mr. Willis noted they are applying a standard where <br />there is no case law and a lack of clear direction, leading to some risk but also some deference. He <br />added everyone struggles with this area of the CVRA due to its opaque language. <br />Mayor Brown confirmed Councilmember Balch made a motion.
