Councilmember Arkin stated she will recuse from Items 6 and 7 due to the proximity of her residence to the project site. Councilmember Balch commended the work of Associate Planner Campbell and others on CAP 2.0, Councilmember Balch moved to approve the Consent Calendar. Councilmember Testa seconded the motion. In response to Councilmember Narum, Councilmember Balch confirmed he is including the memorandum the City Council received from Community Development Director Ellen Clark about solar water heaters into CAP 2.0.
