THE CITY OF 11 13 <br />-N CITY COUNCIL AGENDA REPORT <br />PLEASANTON. <br />September 6, 2022 <br />Operations Services <br />TITLE: CONSIDER SUSPENDING IMPLEMENTATION OF THE PFAS <br />TREATMENT AND WELLS REHABILITATION PROJECT AND <br />EVALUATE ALTERNATIVES <br />SUMMARY <br />The City of Pleasanton owns and operates three well facilities to provide approximately <br />20 percent of the city's annual watersupply. The remaining annual watersupply is <br />purchased from the Zone 7 Water Agency. The City's well facilities are reaching the end <br />of theiruseful lives and require rehabilitation and/or replacement. Additionally, the <br />presence of per- and polyfluoroalkyl substances (PFAS) has been found in all three well <br />facilities. PFAS are contaminants of emerging concern that the State Water Resources <br />Control Board Division of Drinking Water (DDW) plans to regulate starting as early as <br />2024. At the City Council Meeting on June 15, 2021, City Council authorized staff to <br />proceed with final design forthe PFAS Treatment and Wells Rehabilitation Project with <br />a goal to implement PFAS treatment and rehabilitate and/or replace the City's well <br />facilities to extend their useful lives as reliable sources of water. Initial construction <br />related contracts are scheduled to start in early 2023 with project completion estimated <br />for 2025. Staff recommends suspending implementation of the project to allow <br />additional time to furtherevaluate alternatives. <br />RECOMMENDATION <br />Provide direction to staff to suspend implementation of the PFAS Treatment and Wells <br />Rehabilitation Project at thistime, and furtherevaluate alternatives. <br />FINANCIAL IMPACT <br />The proposed further evaluation would estimate and compare the capital and annual <br />costs associated with alternatives versus the cost impacts for the PFAS Treatment and <br />Wells Rehabilitation Project. The approved project budget is $4,340,000. The total <br />project expenditure is approximately $2,000,000 through July 2022. Some additional <br />expenditures are expected from the design consultantas they complete record-keeping <br />tasks needed to suspend the project. <br />
