RESOLUTION NO. 22-1322 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />ESTABLISHING THE CITY OF PLEASANTON OUTDOOR COMMEMORATIVE FLAG <br />DISPLAY POLICY <br />WHEREAS, the City of Pleasanton displays the United States Flag, the California State <br />Flag, the City of Pleasanton Flag at the Civic Center and other City facilities; and <br />WHEREAS, the City of Pleasanton does not have a policy regarding the display of such <br />flags or display of commemorative flags; and <br />WHEREAS, staff recommend establishing a policy that provides guidance and standards <br />for the outdoor display of flags at all City facilities and parks, including commemorative flags other <br />than the Unites States, California and City flags. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br />SECTION 1. The City Council declared that the City of Pleasanton's flagpoles are not <br />intended to serve as a forum for free expression of the public, but rather for the display of Federal, <br />State, and City Flags, and any commemorative flag as may be authorized by the City Council as <br />an expression of the Council's official sentiment. <br />SECTION 2. The purpose of this policy is to provide guidance for the outdoor display of <br />flags at all City facilities, including parks. <br />SECTION 3.
