Councilmember Arkin advised she will not be able to support the motion if the density increases. She <br /> believes at that density there will be traffic impacts. <br /> Mayor Brown advised the motion died due to a lack of a second. <br /> Councilmember Balch moved to include Site 19 in the inventory at the recommended density of 15 to <br /> 25 units per acre. Councilmember Narum seconded the motion. <br /> MOTION: It was m/s by Balch/Narum to include Site 19 in the inventory at the recommended <br /> density of 15 to 25 units per acre as recommended and as noted. Motion passed by the following <br /> vote: <br /> Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> Director Clark inquired if Site 20: Boulder Court should remain in the preliminary inventory for further <br /> consideration and if there should be any changes to the recommended density range. She advised the <br /> development area is 9.45 acres with a recommended density of 30 to 40 units per acre with a capacity <br /> of 284 units. It was recommended by the Planning Commission to include the site in the inventory. <br /> Councilmember Balch expressed concern about losing industrial and commercial areas in the City. He <br /> moved to include Site 20 in the inventory at the recommended density of 30 to 40 units per acre. <br /> Councilmember Narum seconded the motion but echoed the concerns of Councilmember Balch. <br /> MOTION: It was m/s by Balch/Narum to include Site 20 in the inventory at the recommended <br /> density of 30 to 40 units per acre as recommended and as noted. Motion passed by the following <br /> vote: <br /> Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> Director Clark inquired if Site 21: Kiewit should remain in the preliminary inventory for further <br /> consideration and if there should be any changes to the recommended density range. She advised the <br /> development area is 50.4 acres with a recommended mixed density of 30 to 40 units per acre for 5 <br /> acres and 8 to 14 units per acre for 40 acres with a capacity of 690 units. It was recommended by the <br /> Planning Commission to include the site in the inventory. <br /> Councilmember Balch expressed concern regarding the traffic challenges on Valley Drive but believes <br /> it should be included in the EIR to determine the infrastructure improvements needed on the east side. <br /> He moved to include Site 21 in the inventory at the mixed density of 30 to 40 units per acre for 5 acres <br /> and 8 to 14 units per acre for 40 acres. <br /> Mayor Brown shared the concerns of Councilmember Balch and reiterated the process is being <br /> mandated by the State. <br /> Councilmember Arkin expressed concern about the impacts on residents and businesses. She <br /> encouraged residents to contact their State Legislators to let them know how they feel about the <br /> process. Councilmember Arkin seconded the motion. <br /> MOTION: It was m/s by Balch/Arkin to include Site 21 in the inventory at the mixed density of 30 <br /> to 40 units per acre for 5 acres and 8 to 14 units per acre for 40 acres as recommended and as <br /> noted.
