Councilmember Narum moved to approve staff's recommendation to exclude Site 17 from further <br /> consideration as recommended and noted. Mayor Brown seconded the motion. <br /> MOTION: It was m/s by Narum/Brown to approve staff's recommendation to exclude Site 17 from <br /> further consideration as recommended and as noted. Motion passed by the following vote: <br /> Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> Director Clark inquired if Site 18: Valley Plaza should remain in the preliminary inventory for further <br /> consideration and if there should be any changes to the recommended density range. She advised the <br /> development area is 7.33 acres with a recommended density of 30-40 units per acre with a capacity of <br /> 220 units. It was recommended by the Planning Commission to exclude the site in the inventory. <br /> In response to Mayor Brown, Director Clark confirmed the majority of the business owners in Valley <br /> Plaza are supportive of having this site rezoned including the owner of the Sunshine Saloon and the <br /> property owner. <br /> Councilmember Balch advised he is having the same concerns about Valley Plaza as he is about the <br /> industrial and commercial areas. He expressed support for having the site go through the EIR but does <br /> not support the proposed density. Director Clark recommended reducing the overall density by 25-30% <br /> if a mixed-used component and did not want the buildings to get bigger. <br /> Councilmember Balch and Mayor Brown discussed the densities needed for Councilmember Balch to <br /> achieve the zoning he is looking for. Director Clark noted it could be stated that 2.5 of the 7 acres would <br /> be non-residential. If City Council changed the density of the site they would no longer be able to be <br /> counted as lower-income units. She recommended changing the recommendation to a smaller site area <br /> with a similar density versus a lower density across the entire site. <br /> Councilmember Balch moved to include 5.5 acres of Site 18 at the recommended density of 30 to 40 <br /> units per acre. <br /> In response to Councilmember Arkin, Director Clark advised the Planning Commission's <br /> recommendation to exclude Valley Plaza from the site inventory came from public comments that were <br /> received and concern regarding the loss of businesses and local serving retail. <br /> Councilmember Arkin advised she was leaning towards supporting staff's recommendation to exclude <br /> the site from the inventory. She noted she is not opposed to having this as a mixed-use site and <br /> expressed support for Councilmember Balch's recommendation but advised the Planning <br /> Commission's concern is that there is no real plan for Valley Plaza. <br /> Councilmember Balch noted he is now looking at the list of sites that may not make it on the Housing <br /> Element site inventory but possibly may be needed to backfill. He would like to see it included for EIR <br /> purposes. <br /> Councilmember Testa advised she would be inclined to take it off the list. <br /> Councilmember Narum expressed support for leaving the item on the list and would want to see some <br /> restrictions so the bulk of the retail would be reserved. <br /> Mayor Brown expressed support for studying a small portion of Valley Plaza but retaining the mixed- <br /> use feel. <br /> City Council Minutes Page 19 of 27 February 8,2022 <br />
