Director Clark inquired if Site 10: Valley Care should remain in the preliminary inventory for further <br /> consideration and if there should be any changes to the recommended density range. She advised the <br /> development area is 6.12 acres with a recommended density of 30 to 40 units per acre with a capacity <br /> of 108 units. It was recommended by the Planning Commission to exclude the site from the inventory <br /> as the representatives of Valley Care were not interested in developing the site as a housing site. <br /> In response to Councilmember Balch, Director Clark advised there is a difference between needing to <br /> get affirmation from an owner and an owner has no intention to develop housing on their site. She <br /> recommends it be taken off the list as it would be hard to get past HCD. <br /> Councilmember Balch moved staff's revised recommendation to exclude Site 10 from further <br /> consideration as recommended and noted. Councilmember Arkin seconded the motion. <br /> MOTION: It was m/s by Balch/Arkin to exclude Site 10 from further consideration as <br /> recommended and as noted. She advised the <br /> development area is 21.85 acres with a recommended density of 30 to 60 units per acre with a capacity <br /> of 655 units. It was recommended by the Planning Commission to include the site in the inventory. <br /> Councilmember Arkin recommended increasing density on the site. Director Clark advised a higher <br /> density may be appropriate for this site and the challenge is that it is a mixture of sites. Councilmember <br /> Arkin recommended the density be increased to 35 to 65 units per acre. <br /> Councilmember Balch expressed concern regarding the relocation of businesses in that area as they <br /> are mainly service-oriented businesses. <br /> Councilmember Narum shared the same concerns because one of the lots is for the car dealers to <br /> store their inventory. She expressed a need to support these important community businesses. <br /> Mayor Brown believes the area needs business improvement and that there are business parks and <br /> industrial areas for these businesses to relocate to. She noted this area is close to retail and <br /> transportation and is a good location for housing. She expressed support for the staff's <br /> recommendation. <br /> Councilmember Testa noted the State is mandating housing and does not care if the community is out <br /> of balance. She advised this site is as good as any for housing. <br /> Councilmember Arkin moved to include Site 10 in the inventory with the staff recommended density of <br /> 30 to 60 units per acre. Mayor Brown seconded the motion. <br /> Councilmember Balch advised he would support the motion for the EIR but still expressed concern <br /> regarding moving the existing businesses. <br /> MOTION: It was m/s by Arkin/Brown to include Site 11 in the inventory with a density of 30 to 60 <br /> units per acre as recommended and as noted.
