<br />Page 3 of 3 <br /> <br /> <br />On March 15, 2022, several members of the public attended the City Council meeting and again <br />stated their opposition to the trail and asked City Council to reconsider the 2006 decision to <br />construct a trail. Council directed staff to bring the project back for further consideration. <br /> <br />Staff brought the project back to the City Council on May 17, 2022, and Council directed staff to <br />remove the condition of approval requiring the construction of the trail and cease construction. <br />At the same meeting, the developer confirmed that they were not seeking the return of the trail <br />payment and that instead, they would like to see the funds used on another trail project. Council <br />directed staff to obtain input from the Bicycle, Pedestrian, and Trails Committee (BPTC) how the <br />remaining funds should be spent. <br /> <br />DISCUSSION <br />The Meadowlark developer provided funding in the amount of $57,379. A portion of the <br />developer contributions will be used to pay the contractor, American Ramp Company, for its <br />efforts in preparing for the start of construction after the project was awarded (cost of <br />performance bonds, payment bonds, insurance, and other paperwork required before <br />construction). Staff anticipates that approximately $50,000 will remain that can be utilized for <br />another trail project. Staff is seeking input from the BPTC on which trail projects would be best <br />served by the additional funds. <br /> <br />Staff recommends the consideration of the following projects: <br /> <br />1. Augustin Bernal Mountain Bike Trail <br />This project was the most highly supported in the Trails Master Plan. Most of the funding <br />for the project has been utilized in the environmental review process so the Meadowlark <br />funds would really help to supplement funding for construction. <br />2. Signalized crosswalk at Foothill Road across from the Alviso Adobe <br />A signalized crosswalk in front of the Alviso Adobe is partially funded and would connect <br />the Laguna Oaks neighborhood to Pleasanton Ridge. <br />3. Callippe Preserve Trail signage and conversion to a multi-use trail <br />The Trails Master Plan identified the Callippe Preserve trail as a future multi-use trail. To <br />accommodate bicycles, some re-grading of the trail would be required, and the signage <br />would need to be updated. <br />4. Old Vineyard Avenue Trail improvements <br />The Old Vineyard Avenue Trail does not currently connect to Shadow Cliffs.
