Where the city has no proper <br />meter testing facilities available locally, the meter may be tested by an outside meter <br />manufacturer or its agency, or by any other reliable organization equipped for water meter <br />testing, in which latter case the consumer may demand a duly notarized statement, certifying as <br />to the method used in making the test and as to the accuracy thereof. <br /> e. A report showing the results of the test will be furnished to the consumer <br />within 15 days after completion of the test. <br /> <br />B. Adjustment of Bills for Meter Error or Leaks. <br /> 1. Fast Meters. A nonregistering meter is a meter which has lost the ability <br />to measure water flowing through it. The cCity may bill the consumer <br />for water consumed while the meter was nonregistering but for a period not exceeding six <br />months at the minimum monthly meter rate, or upon an estimate of the consumption based <br />upon the consumer’s prior use during the same season of the year if conditions were <br />unchanged, or upon an estimate based upon a reasonable comparison with the use of other <br />consumers during the same period, receiving the same class of service under similar <br />circumstances and conditions. <br /> 4. All new construction and substantial improvements shall be anchored to prevent <br />flotation, collapse or lateral movement of the structure resulting from hydrodynamic and <br />hydrostatic loads, including the effects of buoyancy. <br />2. All manufactured homes shall meet the anchoring standards of Section 17.08.180. <br /> <br />B. Construction Materials and Methods. <br />1. All new construction and substantial improvements shall be constructed with <br />materials and utility equipment resistant to flood damage. <br />2. All new construction and substantial improvements shall be constructed using <br />methods and practices that minimize flood damage.
