5. Presiding Officer <br />The Mayor is the presiding officer for each meeting of the City Council that the Mayor <br />attends. In the Mayor's absence, the Vice Mayor shall be the presiding officer for the <br />meeting when the Vice Mayor is present. In the absence of both the Mayor and the Vice <br />Mayor, the Councilmembers present at the meeting shall select a presiding officer. <br />36802]. <br />The presiding officer shall have the Mayor's duties and responsibilities for conducting City <br />Council meetings. <br />6. Mayoral Duties and Responsibilities <br />The Mayor is directly elected for a two-year term in November of each even-numbered <br />year. The Mayor is a member of the City Council and has all the powers of a <br />Councilmember, except when exercising his or her unique mayoral duties. The Mayor <br />enjoys, and shall not be deprived of, any rights and privileges as a Councilmember. <br />Additionally, the Mayor shall have all the powers and duties of an elective Mayor as <br />provided by statute. PMC 2.06.020]. <br />6 1 Appointment of Vice Mayor and Vice Mayor Duties and Responsibilities <br />The Mayor. with approval of the City Council, shall select the Vice Mayor at the meeting <br />certifying election results in each even-numbered year and in December of each odd- <br />numbered year, and affirms that the Vice Mayor shall have all the powers and duties of a <br />mayor pro tempore as provided by statute. <br />If the Mayor is absent or unable to act, the Vice Mayor shall then serve for the Mayor, and <br />shall have all of the powers and duties of the Mayor until such time as the Mayor returns <br />or is again able to act. [34905, 36801]. <br />6.2 Appointments to Intergovernmental Agencies <br />The Mayor, with the approval of the City Council, shall appoint Councilmembers to serve <br />on the various regional boards, commissions, and committees that require a City Council <br />representative. The appointments shall be made in December of each year. and <br />periodically as the Mayor finds necessary. <br />Appointees may be removed from their positions by a majority vote of Councilmembers if <br />the appointee is found to: (a) have a poor attendance record on the regional board, <br />commission or committee: or (b) the appointee does not represent the City Council's <br />position (except for those regional boards, commissions or committees where an <br />appointee is legally required to be independent). <br />2
