17.2 Limited use of electronic devices or other forms for private communications <br />during meetings <br />Councilmembers should not utilize electronic devices or other forms for private <br />communications during a meeting to communicate among themselves, the public, or <br />anyone else during a City Council meeting on substantive matters related to City business <br />except for an emergency). This restriction on the use of electronic devices and other <br />forms for private communications preserves compliance with the Brown Act and due <br />process. <br />18. Failure to Observe Rules of Procedure <br />Failure to observe any of the listed procedures does not serve as an independent source <br />of challenge to any action of the City Council, nor does it serve as evidence of improper <br />conduct in any challenge to any action by an individual Councilmember or by the City <br />Council as a whole. <br />Attachment: Rosenberg's Rules of Order(Rev. 2011) <br />28
