7.10 Minutes <br />7.10.1. All Proceedings Recorded <br />An account of all open meetings of the City Council shall be recorded, and minutes <br />prepared. by the City Clerk. [36814, 40801]. After the City Council approves the <br />meeting minutes, the City Clerk shall enter them into official minute books of the <br />City Council. <br />7.10.2 Approval <br />The minutes for a City Council meeting shall be reviewed and approved as set <br />forth in this section. <br />a. The City Council shall approve minutes for a regular meeting, special meeting, <br />and special meeting workshops. <br />b. A Councilmember may not approve the minutes for any City Council meeting <br />that the Councilmember did not attend, unless the Councilmember observed <br />the meeting or reviewed a video or audio recording prepared for that meeting. <br />Also. a Councilmember may not approve the minutes for a meeting that they <br />were not eligible to attend as a Councilmember. <br />c. If no Councilmembers are eligible to approve the minutes for a City Council <br />meeting, then the City Clerk shall attest to the accuracy of the meeting minutes <br />and enter them into official minute books of the City Council. <br />d. The minutes shall be approved without reading if the City Clerk has furnished <br />each Councilmember with a copy. <br />7.10.3 Preferred Method of Recordation and Minutes <br />City Council meetings which are open to the general public are recorded by <br />electronic means. Audio and video tapes of such City Council meetings are not the <br />official record of those meetings. The approved minutes constitute the only official <br />record.6 <br />7.11 Staff Attendance <br />7.11.1 City Manager <br />The City Manager. or designee, shall attend all City Council meetings.. [PMC <br />2.08.1301. The City Manager may make recommendations and shall have the right <br />to take part in all discussions of the City Council, but shall have no vote. <br />6 A majority of the City Council who were at the meeting can amend and re-adopt meeting minutes <br />10
