A summary of the focused fair <br /> housing outreach is included in Appendix F. <br /> The City Council has discussed various parts of the document over the course of seven <br /> public hearings as follows: <br /> • May 18, 2021: Project kick-off and introduction <br /> • September 21, 2021: Discussed initial sites criteria to help screen and rank a list <br /> of potential sites to be rezoned to meet the City's Regional Housing Need <br /> Allocation (RHNA) <br /> • October 19, 2021: Reviewed the Preliminary Report which included the Housing <br /> Needs Assessment, Housing Constraints Analysis, Existing Programs in the <br /> Housing Element, and Housing Resources <br /> • January 18, 2022: Reviewed an initial list of potential sites under consideration <br /> for rezoning as part of the sites inventory <br /> • February 1, 2022: Continued to review the list of potential sites under <br /> consideration for rezoning <br /> • February 8, 2022: Continued to review the list of potential sites under <br /> consideration for rezoning <br /> • March 15, 2022: Discussed several housing policy topics including the <br /> Inclusionary Zoning Ordinance, Lower-Income Housing Fund, Density Bonus, <br /> workforce housing, affordability by design, and other City housing programs <br /> Draft Housing Element Review <br /> The Draft Housing Element in circulation has been prepared to reflect the feedback and <br /> public process to date and has been available for public review from June 7 through <br /> July 19, 2022 In order to facilitate public comment, the City hosted a Community <br /> Meeting on June 14. Other opportunities for public engagement included a Planning <br /> Commission hearing on June 22, a Housing Commission hearing on June 23, and this <br /> City Council hearing. Additionally, public comments could be provided to staff via the <br /> project website, email, or mail correspondence. Following the public review period, staff <br /> and the professional services team will implement revisions as necessary to the Draft <br /> Housing Element, prior to submittal to HCD. <br /> HCD Review <br /> If authorized by the Council, the draft document will be submitted to HCD in August for <br /> its compulsory review. HCD will have up to 90 days to review and comment on the draft <br /> document. After HCD's review period, ending in mid-November, staff will incorporate <br /> HCD's comments into an updated draft of the Housing Element for Housing <br /> Commission, Planning Commission, and City Council review and <br /> discussions/recommendations on the final inventory of housing sites. <br /> Environmental Impact Report <br /> Additionally, staff is preparing a program-level EIR that will be released for public review <br /> in the fall of 2022; release of the EIR is also subject to a public comment period that will <br /> end around the conclusion of HCD's review. <br /> Page 3 of 18 <br />
