6. Retain the Rezone Site List as Currently Drafted <br /> Staff recommends the Council retain the existing list of potential rezoning sites at <br /> this time in the process. As noted in the report, this will allow the Council to <br /> account for outcomes of the CEQA analysis, HCD review and input, and <br /> continued public input. During a later phase of Housing Element, subsequent to <br /> receiving the outcome of this outstanding review, staff will return to the City <br /> Council with a recommendation to refine the sites list such that it reflects a <br /> number of units closer to the RHNA. <br /> 7. Acutely Low-Income Category- Policy Consideration <br /> Aside from the recommendations above, another item for Council consideration <br /> is adding an Acutely Low-Income4 category to Table 2.2 and separating out <br /> Extremely-Low/Acutely-Low income categories for the RHNA requirements. State <br /> law allows sites inventory/capacity analysis to aggregate lower income <br /> categories and does not establish separate parameters for evaluation of capacity <br /> related to distinct income categories within lower (low, very low, extremely low, or <br /> acutely low). As such, staff has applied capacity analysis consistent with State <br /> law and HCD guidance and does not find any changes are necessary at this <br /> time. <br /> Additionally, staff may make minor technical adjustments and clarifying text edits to the <br /> draft document before submittal to HCD. <br /> ENVIRONMENTAL ASSESSMENT <br /> The City is preparing a program-level EIR pursuant to the requirements of CEQA. The <br /> Draft Program EIR (DEIR) will focus on changes to land use designations to <br /> accommodate residential uses for sites identified in the Housing Element Update and <br /> will evaluate the potential environmental impacts of those land use and zoning changes, <br /> as well as the implementation of policies and programs included in the updated Housing <br /> Element. The Planning Commission provided feedback through a scoping session in <br /> April 2022. The DEIR is anticipated to be released for public review in the fall of 2022. A <br /> 45-day public review period will follow the release of the DEIR, with a public comment <br /> meeting during which there will be an opportunity for Planning Commission input on the <br /> draft. The Final EIR, including responses to comments, will be considered for <br /> certification by the City Council at the same time as the Housing Element adoption <br /> hearings. <br /> PUBLIC NOTICE AND COMMENTS <br /> Notice of this item was published in The Valley Times. This item was also identified in <br /> the Pleasanton Weekly's "Agenda Highlights" for upcoming public meetings, and an <br /> email notification was sent to all interested parties who have signed up on the Housing <br /> Element website: pleasantonhousingelement.com. Staff has received 15 public <br /> comments specific for this meeting at time of agenda report publication which are <br /> included as Attachment 3. Additionally, staff has attached public comments since the <br /> ° Acutely Low Income is defined as households making less than 15%of the Area Median Income.
