THE CITY OF 19 <br /> :;_r CITY COUNCIL AGENDA REPORT <br /> pLEASA\TON <br /> July 19, 2022 <br /> Community Development <br /> TITLE: REVIEW AND PROVIDE COMMENTS ON THE 6TH CYCLE (2023-2031) <br /> DRAFT HOUSING ELEMENT, AND AUTHORIZE SUBMITTAL OF THE <br /> DRAFT HOUSING ELEMENT TO THE STATE DEPARTMENT OF HOUSING <br /> AND COMMUNITY DEVELOPMENT <br /> SUMMARY <br /> The City formally initiated the 6th Cycle (2023-2031) Housing Element update process <br /> in March 2021 with hearings beginning in May. Since then, there have been <br /> approximately 40 public meetings and outreach events to review key components of the <br /> Housing Element. Public input provided at these meetings, along with feedback from <br /> Commissions and direction from City Council, has been incorporated into a Draft <br /> Housing Element. The Draft Housing Element is available for public review and input <br /> from June 7 through July 19, 2022. <br /> In order to facilitate public comment, the City hosted a Community Meeting on June 14. <br /> Other opportunities for public engagement included a Planning Commission hearing on <br /> June 22, a Housing Commission hearing on June 23, and this City Council hearing. <br /> Further, at any time during the public review period comments could be sent to staff via <br /> the project website, via email, or via mail correspondence. Staff is requesting the City <br /> Council's review and feedback on the Draft Housing Element and direction to forward <br /> the document, including any modifications recommended by City Council, to the State <br /> Department of Housing and Community Development (HCD) for its required review. <br /> Based on input since the last City Council discussion, this report includes seven <br /> document recommendations. <br /> RECOMMENDATION <br /> Staff recommends the City Council: <br /> • Review the 6th Cycle (2023-2031) Draft Housing Element Update and provide <br /> direction on any revisions or modifications to the document. <br /> • Authorize staff to forward the document to HCD for its required 90-day review, <br /> incorporating any recommended revisions directed by the City Council. <br /> FINANCIAL STATEMENT <br /> There is no fiscal impact resulting from the direction City Council provides at this <br /> meeting. Implementation of policies and programs in the future may require the <br /> allocation of funds. <br /> Page 1 of 18 <br />
