THE CITY OF 15 <br /> iwmar °° 21t3 CITY COUNCIL AGENDA REPORT <br /> PLEASANTON <br /> July 19, 2022 <br /> Operations Services <br /> TITLE: APPROVE THE SEVENTH SUPPLEMENTAL AGREEMENT FOR <br /> WASTEWATER DISPOSAL SERVICES BETWEEN THE CITY OF <br /> PLEASANTON AND THE DUBLIN SAN RAMON SERVICES DISTRICT <br /> RELATED TO THE USE OF THE WEST DUBLIN TRUNK SEWER LINE <br /> SUMMARY <br /> The Seventh Supplemental Agreement reclassifies the West Dublin Trunk Sewer Line <br /> from a local facility to a regional facility and authorizes a transfer from the Dublin San <br /> Ramon Services District's (District) Regional Wastewater Replacement Fund to the <br /> Local Wastewater Replacement Fund. The reclassification benefits the City by allowing <br /> funds already collected from City rate payers through regional treatment fees to be used <br /> to pay for the continued use of the Trunk Sewer. The proposed transfer amount of <br /> $1,998,236 represents the value of the trunkline, based on replacement costs, that <br /> jointly serves District customers and Pleasanton customers along the western and <br /> northern section of Johnson Drive and in the Commerce Circle area. On June 21, 2022, <br /> the District's Board of Directors approved the Seventh Supplemental Agreement to the <br /> 1992 Agreement for Wastewater Disposal Services. <br /> RECOMMENDATION <br /> Authorize the City Manager to execute the Seventh Supplement Agreement between <br /> the City of Pleasanton and Dublin San Ramon Services District. <br /> FINANCIAL STATEMENT <br /> The proposed transfer amount of $1,998,236 does not impact existing City sewer utility <br /> rates or City sewer enterprise funds. The transfer is internal to the District infrastructure <br /> funds and uses exiting fund balances. Going forward the District will incorporate the <br /> operation, maintenance and replacement costs for the trunk sewer into its regional <br /> treatment fees which will passed on to City rate payers in future District rate increases. <br />
