CITY COUNCIL AGENDA REPORT <br /> PLEASANTON- <br /> July <br /> 19, 2022 <br /> City Attorney <br /> City Clerk <br /> City Manager <br /> TITLE: ADOPT FINDINGS REGARDING PUBLIC HEALTH RELATED TO THE <br /> COVID-19 PANDEMIC TO SUPPORT CONTINUED VIRTUAL PUBLIC CITY <br /> MEETINGS PER RESOLUTION NO. 21-1249 <br /> SUMMARY <br /> A state-wide declaration of emergency arising from COVID-19 permits the City Council, <br /> subcommittees, commissions and committees to meet virtually. While the Council <br /> returned to in-person meetings several months ago, most City commissions, <br /> committees and subcommittees continue to meet virtually. State law (AB 361, 2021) <br /> requires the City to make public health findings in order to continue such virtual <br /> meetings. The Council adopted findings on October 5, 2021 by Resolution No. 21-1249, <br /> and confirmed ongoing public health concerns on November 2 and December 7, 2021, <br /> and January 18, February 15, March 15, April 19, May 17, June 7, 2022. <br /> RECOMMENDATION <br /> Adopt by minute order the following findings: <br /> 1. The high transmissibility of evolving COVID-19 variants is once again causing <br /> illness, isolation, missed work, and exposure of others; <br /> 2. The Health Officer of Alameda County reinstated the indoor mask mandate in <br /> June (Health Order No. 22-02) due to COVID-19's transmissibility, and indoor air <br /> quality filtration recommendations cannot be achieved in all City meeting rooms; <br /> 3. Many City commissions and committees can have large memberships, and <br /> rooms where they meet cannot provide for adequate physical distancing. <br /> FINANCIAL STATEMENT <br /> No effect.
