THE CITY OF
""0K2- -P. .. CITY COUNCIL AGENDA REPORT
PLEASANTON-
July
19, 2022
City Attorney
City Clerk
City Manager
TITLE: ADOPT FINDINGS REGARDING PUBLIC HEALTH RELATED TO THE
COVID-19 PANDEMIC TO SUPPORT CONTINUED VIRTUAL PUBLIC CITY
MEETINGS PER RESOLUTION NO. 21-1249
SUMMARY
A state-wide declaration of emergency arising from COVID-19 permits the City Council,
subcommittees, commissions and committees to meet virtually. While the Council
returned to in-person meetings several months ago, most City commissions,
committees and subcommittees continue to meet virtually. State law (AB 361, 2021)
requires the City to make public health findings in order to continue such virtual
meetings. The Council adopted findings on October 5, 2021 by Resolution No. 21-1249,
and confirmed ongoing public health concerns on November 2 and December 7, 2021,
and January 18, February 15, March 15, April 19, May 17, June 7, 2022.
RECOMMENDATION
Adopt by minute order the following findings:
1. The high transmissibility of evolving COVID-19 variants is once again causing
illness, isolation, missed work, and exposure of others;
2. The Health Officer of Alameda County reinstated the indoor mask mandate in
June (Health Order No. 22-02) due to COVID-19's transmissibility, and indoor air
quality filtration recommendations cannot be achieved in all City meeting rooms;
3. Many City commissions and committees can have large memberships, and
rooms where they meet cannot provide for adequate physical distancing.
FINANCIAL STATEMENT
No effect. Existing staff will continue to facilitate virtual meetings.
Submitted by: Approved by:
t
Daniel Sodergren Jocelyn w g Gerry Beaudin
City Attorney City Clerk City Manager
