RESOLUTION NO. 22-1316 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON AMENDING <br />THE FEE POLICY AND MASTER FEE SCHEDULE FOR LIBRARY AND RECREATION <br />SERVICES/PROGRAMMING <br />WHEREAS, the existing Fee Policy (Resolution 92-99 and as amended) does not include <br />a cost recovery model for park and recreation services and programs, is rigid regardless of the <br />program, and does not reflect the needs of the community and some of the language listed in the <br />Fee Policy and is outdated and requires amending; <br />WHEREAS, the Master Fee Schedule only lists select Recreation fees; and <br />WHEREAS, there is a desire to increase revenue and decrease expenses to create a cost <br />recovery model based on the level of community benefit for each program or service, <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br />SECTION 1. This Resolution shall supersede Resolution 97-119 (Master Fee Schedule <br />for Recreational Services), the FY 2021/22 Master Fee Schedule as written and Amend <br />Resolution 92-99 (Pleasanton Fee Policy, specifically section E. Park and Community Services) <br />as follows: <br />E. RECREATION <br />A separate fee schedule for recreation programs is adopted annually by the City Council. <br />The City Council authorizes staff to adjust and provide current and new programs for a fee based <br />on the established cost recovery guidelines established below: <br />A. Proorams/Classes/Services which provide mostiv communitv benefit will recover 0 — 25% of <br />all related costs. <br />Examples include, but are not limited to: <br />• Community / Special Events <br />• Volunteer Program <br />• Facility & Field Rentals: PUSD / Cosponsor Groups <br />• Public Art <br />B. Proorams/Classes/Services which provide considerable community benefit will recover 26 — <br />50% of all related costs. <br />Examples include, but are not limited to: <br />• Facility & Field Rentals: Pleasanton Based Non -Profits (>75% residents) <br />• Gallery Exhibits <br />• Senior Programs <br />C. Proorams/Classes/Services which provide balanced individual and communitv benefit will <br />recover 51 — 75% of all related costs. <br />Examples include, but are not limited to: <br />• City Staff Facilitated Classes, Programs, Clinics. Camps, Leagues. and Workshops <br />
