RESOLUTION NO. 22-1290(2) <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON APPROVING <br />THE ALLOCATION OF FEDERAL AND CITY FUNDS RELATIVE TO THE HOUSING AND <br />HUMAN SERVICES GRANT (HHSG) AND COMMUNITY GRANT (CG) PROGRAMS FOR <br />FISCAL YEAR 2022/23 <br />WHEREAS, the City of Pleasanton has established a Housing and Human Services Grant <br />(HHSG) program that is funded through multiple federal and local sources and is intended to <br />primarily benefit Pleasanton's low income population by providing funding for important housing <br />and human services projects; and <br />WHEREAS, the City of Pleasanton has also established a Community Grant (CG) <br />program that is funded through local sources and is intended to address youth services and <br />promote local arts and culture; and <br />WHEREAS, the City of Pleasanton as an entitlement community receives Community <br />Development Block Grant (CDBG) funding on an annual basis, from the U.S. Department of <br />Housing and Urban Development (HUD). As part of the requirements to receive this funding, the <br />City must prepare and submit an Annual Action Plan (Action Plan) to HUD; and <br />WHEREAS, the City receives an annual allocation of federal HOME Investment <br />Partnerships Program (HOME) funding from Alameda County as part of the City's membership <br />in the Alameda County HOME Consortium; and <br />WHEREAS, the City Council finds that the use of local City funds (e.g., Lower Income <br />Housing Funds for housing services and General Funds for human services) to supplement <br />federal CDBG and HOME funds is an appropriate use under the guidelines specified for the HHSG <br />program; and <br />WHEREAS, at its meeting of May 3, 2022, the City Council reviewed the report of the <br />Interim City Manager, which included the recommendations of the Housing Commission, Human <br />Services Commission, Civic Arts Commission and Youth Commission, regarding the proposed <br />HHSG and CG program funding allocations for Fiscal Year 2022/23. <br />NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br />PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br />SECTION 1: Council approves the overall funding for the City's Housing and Human <br />Services Grant (HHSG) and Community Grant (CG) programs for Fiscal Year 2022/23, as <br />depicted in Tables A and B, including an estimated $368,034 in federal Community Development <br />Block Grant (CDBG) funds; an estimated $125,935 in federal HOME Investment Partnerships <br />Program (HOME) funds; $386,299 in City Lower Income Housing Funds; $223,528 in City <br />General Funds for human services; and $81,000 in City General Funds for arts/culture and youth, <br />for a total funding amount of approximately $1,184,796. <br />SECTION 2: Council authorizes the City Manager to adjust final grant amounts for the two <br />federal funding sources (CDBG and HOME) on a pro -rata basis according to the final allocations <br />provided by HUD so long as the amounts are within twenty percent (20%) of the estimates used <br />in Tables 3 and 4 of the May 3, 2022 report to the Council. <br />
