2 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pLE ASAN TON <br /> June 28, 2022 <br /> City Attorney <br /> City Manager <br /> TITLE: REVIEW UPDATED CITY COUNCIL MEETING RULES OF PROCEDURE <br /> FOR ADOPTION <br /> SUMMARY <br /> A City Council Work Plan goal is to update the current City Council Rules and Operating <br /> Procedures, which were last revised in 1995. A Council subcommittee consisting of <br /> Mayor Brown and Councilmember Narum has been meeting with staff from the City <br /> Manager's and City Attorney's offices to develop draft City Council Meeting Rules of <br /> Procedure to clarify the process for the conduct of business at City Council meetings. <br /> The purpose of the draft Rules of Procedure is to codify practices and guidelines for the <br /> orderly, consistent and fair conduct of City Council meetings, and to address the <br /> appointment process to other public bodies, boards and commissions. This includes <br /> methods for public participation, clarifying agenda order, simplifying parliamentary <br /> motions and voting, as well as the process for appointments for boards and <br /> commissions. <br /> The Code of Conduct (Political Reform Act and ethics) and Reimbursement Policy [for <br /> travel and training] are not addressed in these draft Rules of Procedure, but will be <br /> presented to the Council as separate items at subsequent meetings. <br /> RECOMMENDATION <br /> Staff recommends that Council review the draft updated Rules of Procedure and <br /> provide direction if any changes should be made. Requested modifications will return for <br /> adoption at a future regularly scheduled City Council meeting. The City Council may <br /> also adopt the Rules of Procedure if no substantive changes are needed. <br /> FINANCIAL STATEMENT <br /> Review and implementation of the draft Rules of Procedure has no financial impact on <br /> the City. <br />
