ATTACHMENT 4 <br /> RESOLUTION NO. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> AMENDING THE FEE POLICY AND MASTER FEE SCHEDULE FOR LIBRARY <br /> AND RECREATION SERVICES/PROGRAMMING <br /> WHEREAS, the existing Fee Policy (Resolution 92-99 and as amended) does not <br /> include a cost recovery model for park and recreation services and programs, is rigid <br /> regardless of the program, and does not reflect the needs of the community and some of <br /> the language listed in the Fee Policy and is outdated and requires amending; <br /> WHEREAS, the Master Fee Schedule only lists select Recreation fees; and <br /> WHEREAS, there is a desire to increase revenue and decrease expenses to <br /> create a cost recovery model based on the level of community benefit for each program <br /> or service; <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. This Resolution shall supersede Resolution 97-119 (Master Fee <br /> Schedule for Recreational Services), the FY 2021/22 Master Fee Schedule as written <br /> and Amend Resolution 92-99 (Pleasanton Fee Policy, specifically section E. Park <br /> and Community Services) as follows: <br /> E. RECREATION <br /> A separate fee schedule for recreation programs is adopted annually by the City <br /> Council. The City Council authorizes staff to adjust and provide current and new <br /> programs for a fee based on the established cost recovery guidelines established below: <br /> A. Programs/Classes/Services which provide mostly community benefit will recover 0 — <br /> 25% of all related costs. <br /> Examples include, but are not limited to: <br /> • Community / Special Events <br /> • Volunteer Program <br /> • Facility & Field Rentals: PUSD / Cosponsor Groups <br /> • Public Art <br /> B. Programs/Classes/Services which provide considerable community benefit will recover <br /> 26— 50% of all related costs. <br /> Examples include, but are not limited to. <br />
