APPENDIX A
Green Purchasing Guidelines and SB 1383 Procurement
Requirements
Listed below are supplemental guidelines for Section 5, Green Purchasing Policy.
1. Source Reduction
1.1 Purchase remanufactured products such as toner cartridges, tires, furniture,
equipment, and automotive parts whenever appropriate.
1.2 During the Request for Proposal (RFP) process, request that vendors eliminate
packaging or use the minimum amount necessary for product protection. Vendors
shall be encouraged to use recyclable packaging and/or take back packaging
(pallets and other shipping materials) for reuse. A vendor's willingness to take
back packaging will be used as part of the consideration in the bid process.
1.3 Specify a preference for packaging that is reusable, recyclable or compostable,
when suitable uses and programs exist.
1.4 Encourage suppliers of electronic equipment, including but not limited to
computers, monitors, printers, and copiers, to take back equipment for reuse or
environmentally sound recycling when the City discards or replaces such
equipment, whenever possible. Suppliers will be required to state their take back,
reuse or recycling programs during the bidding process.
1.5 Consider contract provisions to require suppliers to take back equipment for reuse
or environmentally- sound recycling at the end of the product's life cycle or when
the product is replaced. Suppliers will be required to state their take back, reuse or
recycling programs during the bidding process.
2. Recycled Content Products
2.1 Purchase printing paper, office paper, janitorial paper that is 30% postconsumer
recycled content.
2.2 Purchase products for which the United States Environmental Protection Agency
(U.S. EPA) has established minimum recycled content standard guidelines
(https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program) ,
such as those for construction, landscaping, parks and recreation, transportation,
vehicles, miscellaneous, and non -paper office products, that contain the highest
post -consumer content available, but no less than the minimum recycled content
standards established by the U.S. EPA Comprehensive Procurement Guidelines.
Purchasing Procedures and Manual 21
