10 <br />THE CITY OF <br />CITY COUNCIL AGENDA REPORT <br />PLEASANTON. <br />June 21, 2022 <br />Engineering <br />TITLE: ADOPT RESOLUTIONS APPROVING THE 2022/23 ANNUAL <br />ASSESSMENTS FOR LANDSCAPE MAINTENANCE DISTRICTS 1984-1 <br />(PONDEROSA -DEL PRADO), 1993-1 (WINDSOR), 1993-2 (BONDE <br />RANCH), 1994-1 (OAK TREE FARM) AND 1995-1 (MOLLER RANCH) <br />SUMMARY <br />The annual assessments for the maintenance of the Landscape Maintenance Districts <br />(LMDs) in the Ponderosa -Del Prado, Windsor, Bonde Ranch, Oak Tree Farm, and Moller <br />Ranch subdivisions have been calculated for FY 2022/23. All districts are underfunded <br />as assessments have not been increased since the passage of Proposition 218 in 1996. <br />In addition, reserves for capital replacement are limited or non-existent. <br />Staff hired a consultant that specializes in LMDs, SCI Consulting Group, to review the <br />Bonde Ranch and Windsor LMDs to determine appropriate assessments for future <br />years, perform public outreach to discuss the requirements and potential assessments, <br />and hold a Proposition 218 compliant vote as is necessary for an increase in <br />assessments. Voting for the Bonde Ranch LMD was scheduled for this year but put on <br />hold due to opposition of the Bonde Ranch property owners. Voting for the Windsor LMD <br />was also scheduled for this year but put on hold to gather further input from the property <br />owners at their request. <br />As such, all assessment amounts are proposed to remain unchanged until such time that <br />the analysis and a Proposition 218 compliant vote can take place. <br />RECOMMENDATION <br />1. Open and hold a public hearing to receive comments regarding the levy of annual <br />assessments for each of the Landscape Maintenance Districts. <br />2. Adopt a resolution confirming the Engineer's Report and levying assessments for <br />each of the Landscape Maintenance Districts. <br />3. Appropriate $11,560 from the applicable City Funds (General Fund, Water Fund and <br />Sewer Fund) to the respective Landscape Maintenance Districts. <br />FINANCIAL STATEMENT <br />As required by law, the City will continue to incur a fiscal impact for those parcels that <br />provide a "general benefit" and are City owned. To that end, the City will pay $16.62 for <br />Parcel 946-4563-125 (Del Prado Park) and $9,703 for the "general benefit" area along <br />
