BACKGROUND <br />On June 7, 2022, the City Council voted 4-0-1 (Councilmember Balch was absent) to <br />introduce and waive the first reading of Ordinance No. 2238 approving the Pleasanton <br />Police Department's Military Equipment Use Policy and Equipment List pursuant to the <br />requirements of AB 481. <br />City Council also directed staff to return with information on the frequency of use of military <br />equipment and further information on the promotional display of the armored rescue <br />vehicle. <br />DISCUSSION <br />Frequency of Military Equipment Use <br />Below is a summary of the frequency of use for each category of military equipment <br />owned by the Police Department for 2019, 2020 and 2021. 2022 use frequency will be <br />incorporated in the annual presentation to City Council in March of 2023. <br />• Unmanned Aerial or Ground Vehicles: <br />The Police Department robots were used on two (2) tactical operations in 2019, two (2) <br />in 2020 and one (1) in 2021. Unmanned aerial vehicles (UAVs) are requested <br />occasionally from the Alameda County Sheriffs Office for a variety of tactical operations, <br />searches for suspects and searches for missing persons. The usage of UAVs has not <br />been previously tracked. <br />Wheeled Vehicles with Attached Breachin Device: <br />The armored rescue vehicle was utilized during four (4) tactical operations in 2019, three <br />(3) in 2020 and six (6) in 2021. Six of these 13 operations were in Pleasanton. Each of <br />the operations was for an armed or dangerous felony suspect. On occasion, patrol <br />supervisors authorize the deployment of the vehicle during a call with increased likelihood <br />for armed confrontation. These patrol deployments have not previously been tracked. <br />• Explosive Breaching Devices: <br />The only explosive breaching apparatus owned is the Safariland Wallbanger and it has <br />not been used since 2014. It is no longer in use by the Police Department. <br />• Specialized Weapons and Ammunition: <br />Patrol rifles are deployed by officers on every patrol shift. They were not used in 2019, <br />2020 or 2021. <br />■ Flashbangs: <br />Noise -flash diversionary devices are only deployed by members of the East County <br />Tactical Team. The devices were used twice in 2019 and once in 2020. They were not <br />used in 2021. Only the 2020 use was in Pleasanton. Each use was during high-risk <br />warrant searches for violent felony suspects. <br />■ Chemical Agents: <br />Chemical agents were used by Pleasanton officers once in 2019 during a search for a <br />homicide suspect in Livermore.
