work be established as a "Phase 0" of the Community Farm Master Plan. This work
would include discing the site to break up the top layer of soil in preparation for planting,
as well as installation of a small temporary gravel parking area (less than 10 spaces)
along the existing access road to provide safe off-street parking for staff and volunteers.
Staff recommends the costs for the Phase 0 work to support installation of the cover
crop by the Master Gardeners be covered by the existing CIP allocation towards design
of Phase 1. Currently, there is $350,000 available in the CIP, which is designated for
design of the Phase 1 improvements at the site. By utilizing up to $75,000 of the
existing funding for the Phase 0 work, the CIP may have insufficient funding remaining
for the planned design of Phase 1. While it may be possible to tailor the scope of the
design work to meet the remaining available budget, it is possible that additional funds
would be needed to be allocated, which could be appropriated in a future CIP budgeting
process.
Staff requests the City Manager or designee be authorized to collaborate with the
Master Gardeners on the cover crop and other future desired use of the site, to
establish guidance and expectations for such uses. Any limited use by the Master
Gardeners prior to reaching Phase 2 of the Master Plan (construction of the Master
Gardener Program Demonstration Garden), would be subject to approval by the City
Manager (or designee). Upon reaching construction of Phase 2, use of the site by the
Master Gardeners would be governed by the MOU (including any subsequent
amendments/revisions).
Z
dy:
Ellen Clark
Director of
Community Development
Fiscal Review:
Mahin Shah
Interim
Director of Finance
Approved by:
Gerry Beaudin
City Manager
Attachments:
1.
