work be established as a "Phase 0" of the Community Farm Master Plan. This work <br />would include discing the site to break up the top layer of soil in preparation for planting, <br />as well as installation of a small temporary gravel parking area (less than 10 spaces) <br />along the existing access road to provide safe off-street parking for staff and volunteers. <br />Staff recommends the costs for the Phase 0 work to support installation of the cover <br />crop by the Master Gardeners be covered by the existing CIP allocation towards design <br />of Phase 1. Currently, there is $350,000 available in the CIP, which is designated for <br />design of the Phase 1 improvements at the site. By utilizing up to $75,000 of the <br />existing funding for the Phase 0 work, the CIP may have insufficient funding remaining <br />for the planned design of Phase 1. While it may be possible to tailor the scope of the <br />design work to meet the remaining available budget, it is possible that additional funds <br />would be needed to be allocated, which could be appropriated in a future CIP budgeting <br />process. <br />Staff requests the City Manager or designee be authorized to collaborate with the <br />Master Gardeners on the cover crop and other future desired use of the site, to <br />establish guidance and expectations for such uses. Any limited use by the Master <br />Gardeners prior to reaching Phase 2 of the Master Plan (construction of the Master <br />Gardener Program Demonstration Garden), would be subject to approval by the City <br />Manager (or designee).
