THE CITY OF
"' CITY COUNCIL AGENDA REPORT
PLEASANTON.
June 21, 2022
City Manager
Housing Division
TITLE: ADOPT RESOLUTION AUTHORIZING THE ALLOCATION OF
$552,772 OF THE CITY OF PLEASANTON'S SHARE OF ALAMEDA
COUNTY MEASURE Al HOUSING BOND FUNDS TO TRI -VALLEY
REACH, A CALIFORNIA NONPROFIT, TO PROVIDE ASSISTANCE IN
THE CONSTRUCTION OF TWO ACCESSORY DWELLING UNITS TO
PROVIDE AFFORDABLE HOUSING TO FOUR ADDITIONAL
RESIDENTS WITH DEVELOPMENTAL DISABILITIES
SUMMARY
Tri -Valley REACH has proposed constructing an accessory dwelling unit (ADU) on two
of its single-family homes in Pleasanton to provide affordable housing to four additional
residents with developmental disabilities. The voter -approved passage of the Alameda
County Measure Al Housing Bond (Bond), a $580 million affordable housing bond,
resulted in the City of Pleasanton being awarded more than $13.7 million in "Base City
Allocation" that may be used for the development of affordable rental housing. The City
will commit the $552,772 remaining balance of its share of the Bond to assist Tri -Valley
REACH in constructing the two ADU units.
RECOMMENDATION
Staff recommends the City Council adopt a resolution to 1) authorize the allocation of
the remaining $552,772 from its share of Measure Al Countywide Housing Bond funds
to assist with the construction of two Tri -Valley REACH accessory dwelling units
(ADUs), and 2) authorize the City Manager, or designee, to execute and deliver such
other instruments and to take such other actions as necessary to carry out the intent of
this resolution.
FINANCIAL STATEMENT
There is no fiscal impact to the City's General Fund or Lower Income Housing Fund
(LIHF) resulting from this action. The $552,772 requested to assist in the construction of
two Tri -Valley REACH accessory dwelling units (ADUs) will come from the City's $13.7
million share of the Alameda County Measure Al Housing Bond. Thereby, the City
would have committed all of its $13.7 million "Base City Allocation".
