All new construction and substantial improvements shall be constructed with <br />electrical, meGhan Gal, heating, ventilation, ung-arvd-air_-conditioning. plumbing, duct <br />systems, and other equipment and other service facilities shall be elevated at or above one <br />)_foot above the base flood elevation, with the exception of: electrical systems, equipment <br />and components: heating, ventilating, air conditioning; plumbing appliances and plumbing <br />fixtures: duct systems; and other service equipment that are designed and/or- installed <br />Ieseted-se--es-to prevent water from entering or accumulating within the components and to <br />resist hydrostatic and hydrodynamic loads and stresses, including the effects of bUo anc . <br />during cond+tieR-s-the occurrence of flooding to the design flood elevation. <br />4. Require within Zones AH or AO adequate drainage paths around structures on <br />slopes to guide floodwaters around and away from proposed structures. <br />C. Elevation and Floodproofing. <br />1. New construction and substantial improvement of any structure shall have the lowest <br />floor, including basement, elevated to or above one (afoot higher than the base flood <br />elevation. Nonresidential structures may meet the standards in subsection (C)(3) of this <br />section. Upon completion of the structure, the elevation of the lowest floor, including <br />basement, shall be certified by a registered professional engineer or surveyor, or verified <br />by the community building inspector to be properly elevated. Such certification or <br />verification shall be provided to the floodplain administrator. Nonresidential structures may <br />meet the standards in subsection (C)(3) of this section. Upon the completion of the <br />structure, the elevation of the lowest floor, including basement, shall be certified by a <br />registered professional engineer or surveyor, or verified by the community building <br />inspector to be properly elevated. Such certification or verification shall be provided to the <br />floodplain administrator. <br />2. New construction and substantial improvement of any structure in Zone AO of AH <br />shall have the lowest floor, including basement, elevated one Lafoot above the depth <br />numberspecified on the FIRM or the highest adjacent grade -at st-as-1,,4h-as-theAepth <br />Rumber specified OR the FIRM, or at least three feet if no depth number is specified. <br />Nonresidential structures may meet the standards in subsection (C)(3) of this section. <br />Upon completion of the forms for the structure's foundation, and prior to pouring the <br />foundation, the elevation of the lowest floor, includinq basement shall be certified by a <br />registered civil engineer or licensed land surveyor, and verified by the building division to <br />be properly elevated. Such certification and verification shall be provided to the flood lain <br />administrator, Upon the completion of the structure, the elevation of the lowest floor, <br />including basement, shall be certified by a registered professional engineer or surveyor, or <br />verified by the community building inspector to be properly elevated. Such certification or <br />verification shall be provided to the floodplain administrator. <br />3. Nonresidential new construction or substantial improvements shall either be elevated <br />in conformance with subsection (C)(1) or (C)(2) or together with attendant utility and <br />sanitary facilities: <br />a. Be floodproofed so that below one Lhfoot above the base flood level --elevation <br />the structure is watertight with walls substantially impermeable to the passage of <br />water; <br />b. Have structural components capable of resisting hydrostatic and hydrodynamic <br />loads and effects of buoyancy; and <br />C. Be certified by a registered professional engineer or architect that the <br />standards of this subsection are satisfied. Such certifications shall be provided to the <br />floodplain administrator. <br />4. Require, for all new construction and substantial improvements, that fully enclosed <br />areas below the lowest floor that are subject to flooding shall be designed to automatically <br />equalize hydrostatic flood forces on exterior walls by allowing for the entry and exit of <br />floodwaters. Designs for meeting this requirement must either be certified by a registered <br />professional engineer or architect or meet or exceed the following minimum criteria: <br />
