"The following projectile launch platforms and their associated munitions: 40mm
projectile launchers, "bean bag,"rubber bullet, and specialty impact munition
(SIM) weapons."
The police department possesses four 40mm weapon systems and two 37mm weapon
systems for use by tactical team members. These launchers may be used to deliver
impact weapons or chemical agents.
The police department utilizes both 12-gauge beanbag rounds fired from a shotgun and
the FN-303 launcher as less-lethal devices. These are intended to provide alternatives
to higher levels of force when reasonable and necessary. The FN-303 functions
similarly to a paintball gun and can be loaded with different types of ammunition
including impact, pava (pepper spray) and marking rounds. Marking rounds leave a
paint stain on clothing to later identify a suspect. The standard less-lethal ammunition
carried by patrol officers are the beanbag rounds and FN-303 impact rounds.
Through approval of the equipment list the department intends to purchase 25
additional 40mm impact launchers and up to 250 impact munitions to replace the
shotguns and beanbag rounds. The 40mm has proven to be more effective due to
increased accuracy and weight of the munition.
COMMUNITY ADVISORY BOARD
On May 24, 2022, the proposed military equipment policy and equipment inventory were
presented to the Pleasanton Police Department's Community Advisory Board. The
group was unanimously in support of adopting the policy and for the continued use of
existing equipment.
CONCLUSION
AB 481 requires Council approval for the funding, acquisition and use of prescribed
military equipment. Staff is seeking Council approval to utilize existing resources that
will aid in the department's ability to offer de-escalation to individuals in crisis and
provide safety services for officers and the community.
Submitted by: Fi$cal Review: Approved by:
o,J, ,J
y/ \
David Swing ahi hah erry Beaudin
Chief of Police Interim Director of Finance City Manager
Attachments:
1.
