The condition assessment data
will be utilized to prioritize infrastructure renewal and replacement needs and
compliance with future WDR exfiltration regulations.
• Sewer Pipe Blockage Control Program: Perform an evaluation to identify and
address pipe blockages caused by roots, fats, oils, grease, rags, and debris. The
program will include public outreach for proper disposal of pipe-blocking substances
(including identification of acceptable disposal facilities), a plan to address root-
intrusion where applicable, and a plan to inspect and enforce fats, oil, and grease
requirements of food service establishments.
• Pump Station Maintenance: Evaluate the City's pump station maintenance
procedures including its maintenance checklists and make recommended
improvements.
• Emergency Response Plans: Revise the City's Overflow Emergency Response Plan
(OERP) to make if fully compliant with the current WDR and anticipated revisions in
the new WDR. Additionally, develop emergency response plans for each of its pump
stations in the event of a utility power outage.
• Standard Operating Procedures and Training: Determine the core competency
requirements for operators and establish a standard operator procedures and
training program based on these requirements.
Staff issued a Request for Qualifications for consultants to assist the City in
development of an O&M program for the sanitary sewer system. In response, the City
received one Statement of Qualifications from Causey Consulting. Based on review of
the SOQ by the City's selection committee, it was recommended that the City pursue an
agreement with Causey Consulting based on the team's knowledge of current and
future WDR requirements and extensive experience performing similar work for other
sewer agencies. Subsequently, staff negotiated the attached agreement with Causey
Consulting.
CONCLUSION
Staff recommends approving the attached agreement with Causey Consulting in the
amount of$541,210 to develop the operations and maintenance program for the
sanitary sewer system.
Submitted by: Fiscal Review: Approved by:
Kathleen Yurchak Mahin Shah Gerry Beaudin
Director of Operations and Interim Finance City Manager
Water Utilities Director
Attachment:
1.
