12 <br /> THE CITY OF ON <br /> —•• 026vow.-M.- CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> June 7, 2022 <br /> Operations Services <br /> TITLE: APPROVE AN AGREEMENT WITH CAUSEY CONSULTING IN THE <br /> AMOUNT OF $541,210 TO DEVELOP AN OPERATIONS AND <br /> MAINTENANCE PROGRAM FOR THE SANITARY SEWER SYSTEM <br /> SUMMARY <br /> To improve compliance with current and future regulatory requirements by the State <br /> Water Resources Control Board (SWRCB), the City of Pleasanton (City) is pursuing <br /> enhancement of its operations and maintenance (O&M) program for the sanitary sewer <br /> system. Elements of the O&M program will include goals and performance indicators, <br /> pipe cleaning and condition assessment, sewer pipe blockage control, pump station <br /> maintenance, emergency response, and competency-based standard operating <br /> procedures and training. Staff issued a Request for Qualifications for consultants to <br /> assist the City in preparation of the O&M program and received one Statement of <br /> Qualifications (SOQ) from Causey Consulting. Based on review of the SOQ, the City's <br /> selection committee recommends entering into agreement with Causey Consulting <br /> based on its extensive experience performing similar work for other sewer agencies. <br /> RECOMMENDATION <br /> 1. Approve an agreement with Causey Consulting in the amount of$541,210 to <br /> develop an operations and maintenance program for the sanitary sewer system. <br /> 2. For FY 2021/22, reallocate $600,000 of the $1,000,000 budget from CIP 22278 <br /> Annual Sewer Collection System Improvements to the Sewer Operations Fund <br /> (43041202-430101). <br /> FINANCIAL IMPACT <br /> The agreement with Causey Consulting in the amount of $541,210 will be funded <br /> through transfer of funds from CIP 22278 Annual Sewer Collection System <br /> Improvements. The project currently has an approved annual appropriation of$1 million <br /> in FY 2021/22 and will leave a balance of$400,000 for the remainder of the fiscal year. <br />
