Five bids were <br /> received, ranging from the low bid amount of$494,823 from American Asphalt Repair & <br /> Resurfacing Co., Inc. to $682,407. The low bid is 6 percent higher than the Engineer's <br /> Estimate of $465,000 (see Attachment 3). The sharp increase in the cost of oil is <br /> attributable to the difference between the Engineer's Estimate and the low bid. Past <br /> work performed by American Asphalt Repair & Resurfacing Co., Inc. was verified to be <br /> satisfactory. Staff recommends awarding the construction contract to the lowest bidder, <br /> American Asphalt Repair & Resurfacing Co., Inc. <br /> Consultant/Specialty Services: <br /> Consulting testing services will be provided under the city's existing on-call materials <br /> testing contracts. The testing services are required to provide specialty testing of the <br /> material and placement of the slurry seal in conformance with the city's Quality <br /> Assurance Program for slurry seal. The testing is estimated to cost $15,150. <br /> Budget <br /> This annual project is funded as part of the FY 2021/22 CIP, with a programmed <br /> amount of$710,000. The total anticipated expenditures are $559,908, including <br /> $65,086 for project contingency, testing services and the advertising fee. Funding <br /> includes use of $100,000 of Measure BB local streets and roads funds. The funding and <br /> anticipated project expenditures are detailed in Attachment 1. <br /> The remaining balance of funds will be transferred to the Annual Street Resurfacing <br /> Project, CIP No. 22503, during the award of CIP No. 22503 to cover the preparatory <br /> base repair and crack sealing work associated with this project. <br /> Schedule <br /> The start of construction will begin in September after the completion of the preparatory <br /> base repair and crack sealing work that is part of the upcoming Annual Street <br /> Resurfacing Project, CIP No. 22503. The September start also will ensure that the <br /> material is being placed down during the most ideal temperature conditions. <br /> Page 3 of 4 <br />
