The city's on-call consultant, ENGEO, Inc., was on-site at the request
of City staff to collect the hot mix asphalt material for laboratory testing. They also
tested the density of the new layer of asphalt concrete to ensure it was properly
compacted. The total cost of these services was $9,560.
To prevent damage from construction equipment to the trees adjacent to the streets on
which work occurred, tree trimming/pruning was needed. The City's on-call tree service
contractor, West Coast Arborists, Inc., provided this service for the cost of$17,010.
Change Orders
The following change orders resulted in a net increase of$145,641 to the construction
contract:
1. Change Order No.1 totaled $175,170.11 and consisted of the following:
- An adjustment of$16,304.52 to the material cost was made to compensate for
the increase in oil cost based on the Oil Price Index. The project's specifications
allow for the adjustment in oil used on the project if the Oil Index exceeds 5
percent in cost between the bid date and the month of actual asphalt placement.
The Oil Price Index was at a historical low during the bid period in May 2001 but
steadily increased during construction.
- Roadway repair on Stoneridge Drive and West Las Positas Boulevard for a total
amount of$158,865.59 to restore both roadway pavements to serviceable
condition. Roadway settlement on both Stoneridge Drive at Arroyo Mocho and
West Las Positas Boulevard at Willow Road created severe dips in the
pavement where it was beyond the repair capabilities of the city's maintenance
crew.
- Resurfacing of Independence Drive from Bernal Avenue to Lund Ranch Road
was postponed until the 2022 paving program to address concerns from
residents about heavy truck traffic associated with the Lund Ranch
development. The resurfacing of Paseo Santa Cruz from Corte Ponderosa to
Hansen Drive, which was initially programmed for 2022, replaced the
Independence Drive work to maintain a similar level of maintenance. The work
was performed at contract unit pricing.
