proposed that a smaller increase, 12 percent of the maximum, be made for the "other" <br /> land use category. "Other" land uses consist of developments that do not fall into the <br /> identified five land use categories such as theaters, motel/hotels, day care facilities, <br /> and gas stations. Given the unique nature of these uses, it is recommended that the <br /> rate be set at 12 percent of the maximum fee rate for the duration of the SEP. <br /> It is also proposed that the TVTDF rate continue to increase on an annual basis based <br /> on the annual Construction Cost Index (CCI) adjustment to reflect changes in regional <br /> construction costs. Like how the SEP has been implemented in the past, the CCI <br /> adjustment will not be applied for years when there is a prescribed rate increase <br /> planned. Essentially this means that the CCI adjustment would not be applied for any <br /> use in FY 22-23 and also not to retail in funding year FY 23-24. <br /> A draft SEP Funding Plan was presented to the TVTC board at the December 13, 2021 <br /> study session. After that study session, the TVTC TAC held two community meetings <br /> and received feedback from the community on the draft SEP. Subsequently, revisions <br /> were made to the draft plan. The SEP subcommittee recommended TVTC adopt the <br /> revised SEP Funding Plan. The recommended SEP Funding Plan proposes funding for <br /> 22 projects (16 from List C and six priority projects from previous SEP lists) over a 10- <br /> year horizon. Although many of the regional projects would benefit traffic and <br /> transportation in Pleasanton, some notable projects with direct benefit to the City and <br /> included in the SEP are the Sunol/1-680 Interchange Project, EI Charro Road <br /> Improvements/Widening; 1-680 Express Lanes Project (SR 84 to Alcosta Boulevard); <br /> Santa Rita/1-580 Interchange Project; Stoneridge/1-680 Interchange Project; and Iron <br /> Horse Trail Improvements at Santa Rita Road. <br /> Community Outreach <br /> As referenced above, in an effort to provide the public with information related to the <br /> TVTC SEP, the TVTC TAC held two community outreach information sessions via <br /> Zoom. <br /> A flyer was created for both sessions and circulated to members of the Building <br /> Industry Association (BIA), the BIA External Affairs Director, members of the <br /> development community, advocacy groups, and posted to the TVTC website. <br /> TVTC Action <br /> The TVTC unanimously adopted a new Tri-Valley Transportation Development Fee, a <br /> new Strategic Expenditure Plan Prioritization of Projects and Funding Plan, and an <br /> Assembly Bill (AB) 602 Supplemental Analysis. <br /> TVTC Member Agencies <br /> As stated above, pursuant to Section 6(c) of the JEPA, if the TVTC recommends new <br /> TVTDF rates, each member agency shall consider the adoption (by ordinance or <br /> resolution) of the TVTDF in the amounts recommended by TVTC. Member agencies <br /> are only eligible to receive TVTDF allocations in accordance with the TVTC SEP if they <br /> have adopted the uniform TVTDF as recommended by the TVTC (see Section 7(b) of <br /> the JEPA). <br /> Page 6 <br />
