Tri-Valley Transportation Council │ 2020 Nexus Fee Update Study <br />August 2021 │ Final 33 <br /> <br />5 NEXT STEPS <br />This report documents the findings needed to adopt a fee schedule to fund the improvements projects <br />elected to receive funding from the TVTDF. Below are next steps needed for the TVTC to adopt a fee <br />schedule that is most appreciate for their needs. <br />5.1 ADJUSTMENT TO MAXIMUM FEE CALCULATION <br />As previously discussed, the maximum fee would generate sufficient revenues to fund the total unfunded <br />cost of all selected projects. However, if the TVTC adopts fee schedule below the maximum, this would <br />result in revenue shortfall and TVTC would need to take one or both of the following actions: <br />• Increase funding from other sources <br />• Fund selected projects or project phases <br />5.1.1 INCREASE FUNDING FROM OTHER SOURCES <br />TVTC could reduce the funding shortfall for specific projects by increasing funding form other federal, <br />state, regional, and local fund sources. Some potential funding sources as listed below: <br />• Federal <br />o One Bay Area Grant Program (OBAG) <br />• State <br />o State Transportation Improvement Program (STIP) <br />o Senate Bill 1 (SB 1) <br />o Office of Traffic Safety (OTS) Grant <br />o Active Transportation Program (ATP) <br />• Regional <br />o Transportation Fund for Clean Air (TFCA) County Program Manager (CPM) Fund Local <br />o Measure B & Measure BB <br />o Measure J <br />• Local <br />o Traffic Impact/Mitigation Fees <br />o Development Fees <br />o General Purpose Funds <br />5.1.2 FUND SELECTED PROJECTS OR PROJECT PHASES <br />TVTC could determine to fund the full amount for selected projects or fund certain phases of the project <br />such as the planning or design phase of a project. <br />5.2 UPDATE STRATEGIC EXPENDITURE PLAN (SEP) <br />Once the final fee schedule has been adopted TVTC should update the SEP to set priority for which <br />projects should be funded first. <br />
