4
THE CITY OF
CITY COUNCIL AGENDA REPORT
PLEASANTON.
June 7, 2022
Community Development
Traffic Engineering
TITLE: ADOPT A RESOLUTION TO UPDATE THE TRI-VALLEY
TRANSPORTATION DEVELOPMENT FEE
SUMMARY
In 2013, the jurisdictions of Alameda and Contra Costa County, the Cities of Dublin,
Livermore, Pleasanton, San Ramon, and the Town of Danville entered a Joint Exercise
of Powers Authority (JEPA) to create a separate agency, the Tri-Valley Transportation
Council (TVTC). The TVTC is charged with developing the Tri-Valley Transportation
Development Fee (TVTDF) and collecting and administering the fee to facilitate
transportation improvements in the Tri-Valley area identified in the TVTC Strategic
Expenditure Plan (SEP).
The TVTC proposes to update the TVTDF, and accordingly prepared and adopted a
new nexus study, and recommended an updated fee schedule for development based
upon it. In order to receive funding allocations from the TVTDF, each member agency,
including Pleasanton, must also approve and adopt the fee schedule.
RECOMMENDATION
Adopt the attached resolution approving the Tri-Valley Transportation Development Fee
pursuant to the requirements of the Joint Exercise of Powers Agreement.
FINANCIAL STATEMENT
The Tri-Valley Transportation Fee is collected for every new development project in the
city of Pleasanton. These fees go directly into the Tri-Valley Traffic Fee account for use
on the identified projects in the SEP.
