3 <br /> THE CITY OF <br /> MW `°° ' '"` CITY COUNCIL AGENDA REPORT <br /> PLEASANTON, <br /> June 7, 2022 <br /> City Manager <br /> TITLE: ADOPT A RESOLUTION AUTHORIZING APPROVAL OF THE <br /> AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF <br /> PLEASANTON AND PLEASANTON GARBAGE SERVICE, INC. FOR SOLID <br /> WASTE, RECYCLABLE MATERIALS, AND ORGANIC MATERIALS <br /> SERVICES, RELATED TO STATE LAW SB 1383 AND OTHER NON- <br /> SUBSTANTIVE CHANGES <br /> SUMMARY <br /> The City's exclusive waste, recyclable materials, and organic materials services <br /> agreement (Franchise) with Pleasanton Garbage Service (PGS) to provide all <br /> residential and commercial solid waste services, including the collection of refuse, <br /> recyclable material, green waste, food scraps, and construction and demolition material <br /> from residences and commercial accounts, commenced on July 1, 2018. Due to <br /> requirements mandated by State law SB 1383, the agreement was opened to negotiate <br /> changes in order for the City to comply with these requirements. <br /> RECOMMENDATION <br /> The City Council Waste and Recycling Subcommittee (Brown/Balch) and City staff <br /> recommend the adoption of a resolution amending the agreement between the City and <br /> Pleasanton Garbage Service, Inc. <br /> FINANCIAL STATEMENT <br /> The indexed-rate increase for fiscal year 2022/2023 is 5.6 percent. Amendments to the <br /> agreement related to SB 1383 will increase rates by .02 percent for a total of 5.8 <br /> percent. Additionally, the City will receive from PGS an estimated $1,147,627 in <br /> franchise fees in FY 2022/2023. <br />
