In response to Councilmember Balch, Councilmember Narum clarified the item would be tabled so staff <br /> could evaluate a funding model to better understand what is being asked of the City. She confirmed she <br /> would leave it to the Human Services Commission to see if there is a benefit for future funding to a non- <br /> direct service provider. She advised there may be a category currently missing. <br /> Councilmember Balch seconded the motion. <br /> In response to Mayor Brown, Councilmember Narum explained there could be an annual review by the <br /> Human Services Commission of how the funding is working out. She noted it would be a $16,000 <br /> annual investment and the City Council should know what the returns are. She added this amendment <br /> to her motion. <br /> Councilmember Balch expressed support for the amendment. <br /> In response to Mayor Brown, Interim City Manager Dolan confirmed staff is fine with the motion. <br /> In response to Councilmember Arkin, Councilmember Narum confirmed her motion directs staff to <br /> return with a recommendation for how to fund Three Valleys similar to how the City of Dublin did but not <br /> necessarily at the same level and on a one-time basis. She confirmed the motion is for one-time <br /> funding, perhaps spread over multiple years. There can still be future City Council discussion about <br /> whether to approve the funding proposal. <br /> In response to Councilmember Testa, City Attorney Sodergren confirmed the motion to table requires <br /> three votes. Mayor Brown confirmed the vote is to both table and bring it back. <br /> Councilmember Balch clarified the motion is to table staff's three options, ask staff to bring back a <br /> revised proposal specific to Three Valleys, including a possible future Human Services Commission <br /> review or other long-term options. <br /> Councilmember Testa questioned if this would still be a grant or a services contract because it would <br /> not be competitive. Mayor Brown suggested letting staff figure out the wording. <br /> Councilmember Balch stated staff's Option 3 is included in the motion. He advised the motion is to table <br /> staff's recommendation, direct staff to return with a more specific one-time funding option for Three <br /> Valleys, and follow staffs Option 3 for future budget cycles. <br /> Councilmember Narum confirmed the summary of the motion. <br /> MOTION: It was m/s by Narum/Balch to table the item, direct the Interim City Manager to work <br /> with the Three Valleys Community Foundation's Board of Directors Chair towards a one-time <br /> grant, and direct the Human Services Commission to evaluate the grant annually and discuss if <br /> there would be a benefit to awarding future grants to non-direct service providers.
