THE CITY OF <br /> PLANNING COMMISSION <br /> mom . in. <br /> 4L€ASANTON MEETING MINUTES <br /> DRAFT <br /> Wednesday, April 27, 2022 <br /> This meeting was conducted via teleconference in accordance with Governor Newsom's Executive <br /> Order N-29-20, approved AB 361, and COVID-19 pandemic protocols. <br /> CALL TO ORDER, PLEDGE OF ALLEGIANCE, AND ROLL CALL <br /> The teleconference meeting of the Planning Commission of April 27, 2022 was called to order <br /> at 7:01 p.m. by Chair Pace. <br /> The Pledge of Allegiance was led by Commissioner Brown. <br /> Staff Members Present: Natalie Amos, Associate Planner; Ellen Clark, Director of Community <br /> Development; Melinda Denis, Planning and Permit Center Manager; <br /> Julie Harryman, Assistant City Attorney; Estela Ramirez, Office <br /> Manager; Sachiko Riddle, Recording Secretary <br /> Commissioners Present: Commissioners Nancy Allen, Justin Brown, Matt Gaidos, Ken <br /> Morgan, Jeff Nibert, and Chair Brandon Pace. <br /> Commissioners Absent: None <br /> AGENDA AMENDMENTS <br /> CONSENT CALENDAR - Consent Calendar items are considered routine and will be enacted by one <br /> motion unless a request for removal for discussion or explanation is received from the Planning <br /> Commission or a member of the public by submitting a speaker card for the item. <br /> 1. Actions of the Zoning Administrator <br /> 2. Approve the meeting minutes of February 9, 2022 <br /> 3. Approve the meeting minutes of February 23, 2022 <br /> 4. P19-0410, Kurt Hereld/Hereld & Ayres Architects, 715 Rose Avenue — Request for <br /> Design Review approval to: 1) construct an approximately 1,344-square-foot detached two- <br /> story, two-unit home in front of the existing single-story home; and 2) demolish the detached <br /> garage and construct an approximately 1,385-square-foot detached two-story garage with a <br /> unit above, behind the existing single-story home, and related site improvements at 715 Rose <br /> Avenue. Zoning is RM-1 ,500 (Multi-Family Residential) and Core Area Overlay District <br /> Planning Commission Minutes Page 1 of 4 April 27, 2022 <br />, 2022 <br />answer Planning Commission questions, <br /> as needed. <br /> • The applicant will be asked to make a presentation, if desired, or answer questions. Applicant presentations should be <br /> no longer than ten minutes. <br /> • The Chair then calls on anyone desiring to speak on the item. Speakers are requested to state their names for the <br /> public record and to keep their testimony to no more than three minutes each, with minimum repetition of points made <br /> by previous speakers and by being as brief as possible in making their testimony. <br /> • Following public testimony, the applicant will be given the opportunity to respond to issues raised by the public. The <br /> response should be limited to five minutes. <br /> The public hearing will then be closed. The Planning Commissioners then discuss among themselves the application under <br /> consideration and act on the item. Planning Commission actions may be appealed to the City Council. Appeals must be filed <br /> with the City Clerk's Office within 15 days of the Planning Commission's action. <br /> The Planning Commission Chair may enforce other rules as may further the fair and efficient running of the meeting, such as <br /> reducing the amount of testimony time allotted to the applicant and all those who wish to speak when the meeting agenda is <br /> lengthy or when there are numerous speakers for any specific item. The audience is requested to respect and extend courtesy <br /> to all those wishing to testify on all cases by being quiet while others are speaking. <br />
