APPENDIX A.1 GREEN PURCHASING DEFINITIONS For the purposes of the Green Purchasing Policy section(Section 5) of the City's Purchasing Procedures and Manual and this Appendix, the following terms have the meaning shown: American Society for Testing and Materials (ASTM)—A globally accepted open forum for the development of high quality, market relevant international standards. Annual Recovered Organic Waste Product Procurement Target—The amount of Organic Waste in the form of a Recovered Organic Waste Product that the City is required to procure annually under California Code of Regulations, Title 14, Section 18993.1. Annually, CalRecycle will provide notice to the City of its Annual Recovered Organic Waste Product Procurement Target by posting such information on CalRecycle's website and providing written notice directly to the City. Bay Area Green Business Program—A partnership of governments and businesses that certifies the environmental performance of government agencies and businesses. Bay-Friendly Landscaping—Landscaping practices that work with the natural ecosystems of the San Francisco Bay Area to foster soil health, to reduce runoff and pollution, prevent and reuse plant waste, and conserve water and other natural resources. Bio-Based Products—Commercial or industrial products (other than food or feed)that utilize agricultural crops or residues but does not include products made from forestry materials. Biodegradable plastic—The degradation of the plastic must occur as a result of the action of naturally occurring microorganisms. Biodegradable Products Institute (BPI)—A multi-stakeholder association of key individuals and groups from government, industry and academia,that promotes the use and recycling of biodegradable polymeric materials (via composting). BPI does not create standards but certifies products that demonstrate they meet the requirements in ASTM D6400 or D6868, based on testing in an approved laboratory. Buyer—Anyone authorized to purchase or contract for purchases on behalf of this jurisdiction or its subdivisions. CalRecycle—California's Department of Resources Recycling and Recovery, which is the department designated with responsibility for developing, implementing, and enforcing SB 1383 regulations on jurisdictions(and others). Compost—The product resulting from the controlled biological decomposition of organic solid wastes that are source separated from the municipal solid waste stream or which are separated at a centralized facility or as otherwise defined in Title 14 of the California Code of Regulations Section 17896.2(a)(4). Compost eligible for meeting the Annual Recovered Organic Waste Product Procurement Target must be produced at a compostable material handling operation or facility permitted or authorized under Title 14 of the California Code of Regulations Chapter 3.1 Purchasing Procedures and Manual 27
