Approving the use of the special revenue fund for smoothing of garbage rates would <br /> provide the City Council a useful tool to offset significant increases to garbage rates for <br /> rate payers. <br /> Landfill related issues. The City of Pleasanton and PGS entered into an agreement on <br /> February 3, 1987, approving an expenditure of funds to close a former landfill located at <br /> 2512 Vineyard Avenue in Pleasanton. A First and Second Amendment to the <br /> agreement was completed on August 10, 2005, and remains in effect. The agreement <br /> allows costs exceeding $10,000 for studies, monitoring and other purposes related to <br /> the closure of the landfill to be recoverable from the rate payers. Additionally, costs <br /> related to the mitigation of methane gas migration from the landfill site may also be <br /> passed onto the rate payer. <br /> The Old Pleasanton Landfill requires ongoing monitoring and mitigation efforts. In the <br /> current agreement$132,882 is allocated annually for PGS to maintain and monitor the <br /> closed landfill site. Any costs exceeding this annual allocation may be passed onto the <br /> rate payer. The use of the special revenue fund for additional costs related to increased <br /> landfill maintenance and monitoring costs would prevent passing these costs to the rate <br /> payers through garbage rates. <br /> The policy direction sought by the City Council is to approve the proposed allocation <br /> plan for the $3,438,201 currently in Fund 171 PGS Reserve Fund to be used for new <br /> waste and recycling costs as it relates to, implementation of State law SB 1383, street <br /> maintenance costs, smoothing garbage rates, and landfill related issues. <br /> If the City Council approves the plan, Fund 171 PGS Reserve Fund will be renamed to <br /> denote the special revenue fund's purpose to Waste and Recycling Reserve Fund. <br /> Expenses will be allocated to this fund beginning in Fiscal Year 2022/2023 and are <br /> included in the Mid-Term budget adjustments. <br /> Submitted by: Fiscal Review: Approved by: <br /> &a,ct A44.� <br /> �f <br /> Becky Hopkins Mahin Shah Brian Dolan <br /> Assistant to the City Manager Interim Director of Finance Interim City Manager <br /> Page 4 of 4 <br />
