The City ultimately <br /> approved the PUD modification on February 10, 2017. <br /> Over the next couple of years, the developer prepared their construction plans and final map in <br /> accordance with the requirements of the project conditions of approval. City staff, as well as <br /> staff from other regulatory and resource agencies, reviewed the plans to ensure all project <br /> specific conditions and other legal requirements were reflected in the project plans and <br /> documentation. This included review of the trail design. <br /> On March 3, 2020, City Council approved the final map, subdivision agreement, and easement <br /> and maintenance agreement for Tract 7813. This included the approval of the trail plans and the <br /> payment by the developer of the approximately $55,000 necessary to construct the trail. The <br /> final map included the land parceling necessary to grant the 35-foot-wide area behind the <br /> Jorgensen homes to the adjacent property owners. These land transfers have since occurred. <br /> In 2017, at about the same time the developer began preparing their project construction plans, <br /> the City began the Trail Master Plan update. As part of that process website was created <br /> www.pleasantontrails.com), the trails master plan was discussed at various public outreach <br /> events (Farmer's Market, Earth Day, etc.), an online survey was created (October 2017 — <br /> January 2018), two public outreach events were held (November 16, 2017 and January 18, <br /> 2018), the master plan was discussed with the Bicycle, Pedestrian, and Trails Committee at 6 <br /> separate meetings, a trails survey for the youth was advertised from June —August 2018, the <br /> plans were presented to the Youth Commission and Planning Commission once and the Parks <br /> and Recreation Commission and City Council twice. All outreach starting in January 2018 <br /> included a map of the proposed trail around the Meadowlark property. However, the City <br /> advertised for the Trails Master Plan on a city-wide scale and did not reach out directly to <br /> neighbors within 1,000 feet of the Meadowlark project. The Trails Master Plan was adopted in <br /> May 2019. <br /> The Trails Master Plan is relevant as that is the document used by the Meadowlark developer <br /> and staff as the Meadowlark Trail plans were developed and recommended for approved on <br /> March 3, 2020. <br /> In September 2021, the Meadowlark trail project was advertised for bid. <br /> On October 14, 2021, the proposed Meadowlark trail project was discussed with Parks and <br /> Recreation Commission as part of the Landscape Architecture quarterly status report of ongoing <br /> and upcoming projects. <br /> Bids for the trail were opened in late October 2021 <br /> On November 16, 2021, City Council awarded the contract for the construction of the trail <br /> project to the lowest bidder. <br />
