The Meadowlark trail project was advertised for bid in September 2021. Bids for the trail <br /> were opened in late October 2021 and on November 16, 2021, City Council awarded <br /> the contract for the construction of the trail project to the lowest bidder, American Ramp <br /> Company, for $59,500. Total anticipated expenditures for this project are $65,933. For a <br /> more detailed summary of the above background information refer to Attachment 1 — <br /> History of the Proposed Meadowlark Trail. <br /> In mid-December, as part of the Engineering Department's standard practice, <br /> construction notifications for the trail project were sent to neighbors in the vicinity of the <br /> project. The postcards notified residents of the late December trail construction start <br /> date and requested that adjacent residents "pardon our dust" during construction. The <br /> postcards included a staff contact name and phone number in case of concerns during <br /> construction. <br /> Before construction could begin, the City heard from many residents opposing the <br /> construction of the trail adjacent to their properties, stating they had never been <br /> informed a trail was planned in the open space. This was unexpected, but since the City <br /> heard the same thing from multiple residents, staff delayed construction until the City <br /> could discuss the project with neighbors and conduct a further review of the project. <br /> After reviewing the approval process, City staff determined that a public outreach <br /> meeting regarding the open space and trail had not been held and, therefore, <br /> proceeded to hold a meeting to get input on the proposed trail alignment and possible <br /> changes. <br /> Staff held the community meeting on March 2, 2022. Approximately 30 residents <br /> attended the meeting. However, the goal of discussing the alignment of the trail and <br /> making minor modifications, if necessary, in response to concerns was not achieved. <br /> Most residents in attendance at the meeting simply did not want a trail constructed. <br /> Refer to Attachment 2 — Meadowlark Trail Neighborhood Meeting Comments for more <br /> information regarding the neighbors' concerns. For the proposed trail alignment refer to <br /> Attachment 3 — Meadowlark Trail Plan. <br /> DISCUSSION <br /> The Meadowlark trail, as proposed, is a short (approximately 0.6 mile) loop trail <br /> intended for use by residents and the youth programs run through the Alviso Adobe. <br /> The trail was a condition of approval for the Meadowlark development project, PUD-58. <br /> However, the exact alignment of the trail was not determined at the time that the project <br /> was approved and the neighbors directly adjacent to the proposed trail have expressed <br /> their opposition to construction of the trail. <br /> Staff recommends that Council review the history of the project and provide direction on <br /> whether to: <br /> 1. Construct the trail project utilizing the funding provided by the developer for the <br /> trail construction per the Conditions of Approval for the project, as indicated in <br /> Page 4 of 5 <br />
