1 <br /> Introduction <br /> Overview <br /> The City of Pleasanton ("City") is located in Alameda County, and covers an area of <br /> 24.3 square miles, with over 24,600 assessor parcels, and approximately 83,000 <br /> residents. The City currently has five Landscape Maintenance Districts ("Districts") that <br /> provide services to a combined total of 680 parcels: <br /> • 1984-1 Ponderosa (Del Prado) — 344 parcels <br /> • 1993-1 Windsor— 90 parcels <br /> • 1993-2 Bonde Ranch — 103 parcels <br /> • 1994-1 Oak Tree Farm — 42 parcels <br /> • 1995-1 Moller Ranch — 101 parcels <br /> The five District's benefit assessments were established prior to the approval of <br /> Proposition 218 in 1996. The purpose of these Districts is to provide funding for the <br /> installation, maintenance and servicing of local landscaping and lighting improvements <br /> ("Improvements") within each District's service area. <br /> Landscape Maintenance District No. 1984-1, Ponderosa <br /> Assessment Background <br /> The Ponderosa Landscape Maintenance District No. 1984-1 ("District 1984-1" or <br /> "Maintenance District") was formed in 1984 as a Condition of Approval for the <br /> Ponderosa development, to fund certain landscape improvements within the Ponderosa <br /> subdivision. <br /> The Ponderosa single-family residential project was approved in two phases, October <br /> 1983 and January 1985. The Ponderosa Landscape Maintenance District No. 1984-1 <br /> has a total of 344 parcels, 343 are single family residences, and 1 parcel is owned by <br /> the City, which is the location of Del Prado Park. <br /> The Ponderosa Landscape Maintenance District No. 1984-1 purpose is to fund the <br /> maintenance of the existing Ponderosa subdivision landscaping, trees, shrubbery, <br /> groundcover, irrigation systems and soundwalls in the area north of Corte Flores on the <br /> west side of Paseo Santa Cruz, and north of Corte Pacifica on the east side of Paseo <br /> Santa Cruz. <br /> District 1984-1 is funded by the benefit assessment approved in 1984 ("Assessment"), <br /> and it does not receive any direct revenues from property taxes or any other funding <br /> sources. The fiscal year 2022-23 assessments for District 1984-1 will remain at the <br />
