ATTACHMENT 1 <br /> Pl&ftnton U80 <br /> THE CITY OF <br /> APR 12 2021 <br /> —.. rn rrr �e:r i i SUaicnli�' ` <br /> tors�ic� <br /> PLEASANTON <br /> © <br /> April 5,2021 <br /> Dr. David Haglund, Superintendent <br /> Pleasanton Unified School District <br /> 4665 Bernal Avenue <br /> Pleasanton, CA 94566 <br /> Dear Dr. Haglund, <br /> We appreciate the continued coordination with the Foothill High School Science Building <br /> Expansion and the accompanying off-site improvements that have been deemed necessary by the <br /> State Architect. <br /> It is my understanding that the review of the Science Building expansion by the State Architect <br /> identified the current clockwise operation of the Foothill High School Dropoff Loop as an <br /> unacceptable design and a reversal of the direction of the loop is necessary for the Science <br /> Building's design approval. This requirement was shared with the City in the Winter of 2019 and <br /> City and School District staff began working on possible modifications to the school site and the <br /> roadway to allow for the reversal of the drop-off loop without worsening the congestion on <br /> Foothill Road. <br /> Several alternatives were modeled by the City's On-Call Transportation consultant and a design <br /> option was selected that changes the north driveway from an entrance to an exit,closes the <br /> middle driveway and expands the southern driveway to allow both parents and students to enter <br /> (students may also exit at this southern driveway). With the combining of the parent vehicles and <br /> student vehicles, additional turn capacity,a second southbound left turn lane is needed.This <br /> reversal of the loop also requires significant modification to the existing traffic signal. <br /> The estimated cost for the second southbound left turn lane($1,000,000)and the traffic signal <br /> ($600,000)is a combined $1,600,000.The City has agreed to be a partner in the$1.6 million- <br /> dollar offsite improvement costs. The need for a second southbound tum lane is identified in the <br /> City's Transportation Impact Fee($600,000 included in the fee). In addition to the$600,000 the <br /> City has offered to contribute an additional $200,000 toward the project. In return,the School <br /> District has agreed to provide a$200,000 land credit for the upcoming improvements at Bernal <br /> and FirstlSunol.This separate project requires 5,400 square feet of School District property to <br /> complete an intersection improvement which is valued at approximately $200,000. <br /> In addition to the cost-sharing noted in the previous paragraph,the City is able to waive all <br /> planning document review fees. The project,however, is run through the State Architect's office <br /> and we do not collect and as a result, are unable to waive any third-party fees associated with the <br /> P. O.
