FINANCIAL STATEMENT <br /> The on-call transportation consultant contracts will be funded by developers as TIA <br /> studies become necessary. We anticipate use of these on-call services for City projects <br /> on occasion. In those cases the work will be funded through Traffic Engineering's <br /> professional services budget, or through CIP project budgets as appropriate. <br /> BACKGROUND <br /> The City of Pleasanton requires all development to mitigate traffic impacts generated by <br /> their projects. When the City receives a development proposal, staff determines the <br /> need and level of traffic impact analysis. If it is determined that analysis is necessary, <br /> the project developer is required to fund the analysis to determine the change in impact <br /> to the circulation network and possible additional mitigations required. <br /> The City of Pleasanton has utilized on-call transportation consultants for the past 20 <br /> years to conduct traffic modeling and complete TIAs. TIAs are funded by the developer, <br /> but contract and project management are conducted by City staff. This allows staff to <br /> work directly with the transportation consultant to ensure that all elements of the TIA are <br /> addressed prior to the final report. <br /> In addition to TIAs for development projects, typical City-related projects that the on-call <br /> transportation consultants have completed in the past include grant applications, traffic <br /> signal design, and operational and circulation analyses around schools. The cost of a <br /> traffic impact analysis can range from $5,000 to $100,000, depending on the size of the <br /> project, with most averaging around $30,000. Over the past 11 years the total contract <br /> amounts for on-call transportation consultant work has averaged just below $200,000 <br /> per year. Most of this work was in the completion of TIAs and City-related transportation <br /> consultant services. <br /> DISCUSSION <br /> Establishing on-call contracts for transportation consultant services allows for improved <br /> project delivery time by eliminating the need to advertise and authorize each separate <br /> scope of work. The elimination of these steps reduces the final report delivery time by <br /> up to two months, allowing developers to complete their development review in a <br /> timelier fashion. On-call consultant contracts allow for greater flexibility in meeting <br /> developer timelines, while still maintaining the competitive bidding process for each <br /> project (each request for proposal will be sent to the three on-call consultants for cost <br /> estimate and timeline). <br /> Staff recommends authorizing the City Traffic Engineer to approve task authorizations <br /> for developer-funded transportation services up to $100,000, with City Manager <br /> approval required for developer-funded authorizations over $100,000. City-funded <br /> transportation services are recommended to have a lower threshold amount for City <br /> Traffic Engineer and City Manager approval, at $25,000 and $100,000 respectively. Any <br /> authorizations above the levels specified for the City Manager's approval would require <br /> City Council approval. <br /> Page 2 of 3 <br />
