THE CITY OF <br /> VFW- <br /> ams ::: : CITY COUNCIL AGENDA REPORT <br /> PLEASANTON, <br /> May 17, 2022 <br /> City Attorney <br /> City Clerk <br /> City Manager <br /> TITLE: ADOPT FINDINGS REGARDING PUBLIC HEALTH RELATED TO THE <br /> COVID-19 PANDEMIC TO SUPPORT CONTINUED VIRTUAL PUBLIC CITY <br /> MEETINGS PER RESOLUTION NO. 21-1249 <br /> SUMMARY <br /> Meetings of the City Council, commissions and committees are generally required by <br /> law to allow for public attendance and participation. With the COVID-19 pandemic, a <br /> California declaration of emergency permits virtual meetings. While the City Council has <br /> already returned to in-person meetings, the City is still working to return to in-person <br /> meetings for all commissions, committees and subcommittees. Until then, State law (AB <br /> 361, 2021) requires the City to make public health findings to continue virtual meetings. <br /> The Council adopted such findings on October 5, 2021 by Resolution No. 21-1249, and <br /> again on November 2 and December 7, 2021, as well as on January 18, February 15, <br /> March 15, and April 19, 2022. <br /> RECOMMENDATION <br /> Adopt by minute order the following findings: <br /> 1. City commission and committee meetings are still not able to provide for <br /> adequate physical distancing due to the small size of many meeting rooms and <br /> the large membership of many of the commissions and committees; <br /> 2. Indoor air quality filtration recommendations cannot be achieved in all City <br /> meeting rooms. <br /> FINANCIAL STATEMENT <br /> No effect.
