Cities of Dublin and Pleasanton | Disaster Debris Management Plan | 2022 <br />42 <br /> <br /> <br />Historical Considerations <br />There are a number of historical properties in the Cities. These include the Green Store, the Original <br />Murray School House, and Old St. Raymond’s Church in Dublin and the Alviso Adobe, English-Mohr <br />House, Fallon House, Heathcote–Makenzie House, and the Kottinger Adobe Barn in Pleasanton. <br />The Cities will ensure that California Environmental Quality Act (CEQA) guidelines are met regarding <br />all historical properties. To view the current State Registry, go to <br />www.ohp.parks.ca.gov/ListedResources. <br /> <br />FEMA is required to conduct a National Historic Preservation Act (NHPA) Section 106 review for <br />any FEMA funded project that has the potential to affect historical properties. A Section 106 <br />consultation consists of a 4-step consultation process: <br /> <br />1. FEMA initiates the Section 106 consultation process <br />2. Historic properties are identified and evaluated. FEMA will assess the significance of the <br />properties and consult with the State Historic Preservation Officer (SHPO) or Tribal Historic <br />Preservation Officer (THPO) <br />3. Adverse effects are assessed. FEMA will consult with the SHPO and THPO to determine <br />if there will be any adverse effects to the properties. If there will be no adverse effects, the <br />project may proceed. <br />4. Adverse effects are resolved. If there would be adverse effects, FEMA will consult with <br />affected parties to determine ways to minimize the adverse effects on the properties <br /> <br />3.3.7 Populations with Disabilities and Other Access and Functional Needs <br />California Government Code, Section 8593.3 requires each county and city to integrate access <br />and functional needs into emergency response plans. Government Code Section 8596.3 defines <br />populations with access and functional needs to include individuals who may have additional needs <br />before, during, and after an incident. Individuals who may need additional response assistance <br />may include individuals with: <br /> <br /> Developmental or intellectual disabilities <br /> Physical disabilities <br /> Injuries <br /> Chronic conditions <br /> Limited or no English proficiency <br /> <br />Individuals needing additional response assistance may also include older adults, children, people <br />living in institutionalized settings, low-income individuals, homeless individuals, and transportation <br />disadvantaged individuals. <br /> <br />Debris management strategies will include actions to support access and functional needs <br />individuals. This might include linking them with organizations to assist them in getting debris to <br />the ROW, ensuring public information messages can be received and understood in various <br />languages, and making sure they can access sidewalks and public transportation resources. <br /> <br />
