<br />1.4 Incidents and Assumptions
<br />
<br />This plan intends to provide guidance for a large-scale disaster that generates significant volumes
<br />of debris that will overwhelm the Cities and require contractor coordination and support. The Cities
<br />are vulnerable to many disasters that have the potential to generate large volumes of debris,
<br />including natural and human-caused disasters.
<br />
<br />1.4.1 Debris Scenarios
<br />Since 1977, Alameda County has experienced 19 presidentially declared disasters. Knowledge of
<br />the past can provide the Cities some understanding of possibilities for future events and a basis for
<br />planning. Table 1 below lists the types of disasters that have occurred, as well as the FEMA disaster
<br />number assigned and dates for those incidents
